He was born in 1975 in Mersin, Turkey. He graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration in 1998 and started working as an Assistant Customs Expert at the Undersecretariat of Customs in the same year. Afterwards, he served as Deputy Customs Inspector, Customs Inspector and Chief Customs Inspector respectively. He was appointed as Head of Department in 2011. He was appointed Deputy General Director in 2014 and as General Director of General Directorate of Customs in 2015.

In 2004, he studied on customs and indirect taxes for four months at Ecole Nationale des Douanes in France. He completed his master’s degree at the University of Illinois at Springfield in the United States between 2006-2008. He took an active role in various studies and projects on customs legislation and implementation.

In addition to the book “Taxes and Fiscal Obligations in Imports” published in 2018, he also has many professional articles in various journals.
